Chinese President Hu Jintao is urging the country to contribute further efforts to the global fight against climate change


Hu, also General Secretary of the Communist Party of China (CPC) Central Committee, made the remarks on June 27, at a group study for the Political Bureau of the CPC Central Committee. The study focused on global climate change and the country's ability to tackle the issue.

He stressed, as a developing country, China should stick to the responsibilities and principles listed in the United Nations Framework Convention on Climate Change and its Kyoto Protocol. He hoped developed countries could step up efforts on emission reduction and provide financial and technical support for developing countries.

It was written in the 17th National Congress of the CPC report to "give prominence to building a resource-conserving, environment-friendly society in our strategy for industrialization and modernization and getting every organization and family to act accordingly." Hu urged related organizations and companies to strive to reduce the emission of greenhouse gases by optimizing energy management in a scientific way.

Hu Jintao pointed out that we should do well the following work. 1) We should make more efforts in carrying out the measures controlling the emission of greenhouse gases. We should adhere to the national policies on resource saving and environmental protection, persevere in new industrialization path with Chinese characteristics, accelerate the shift of economic development mode, enhance the conservation and high-efficiency use of energy, actively develop circular economy and low-carbon economy and continuous increase forest coverage. 2) We should make more efforts in strengthening our capacity in adapting to climate change, enhance farmland capital construction, appropriately develop and optimize water resources, continue the development of key projects on ecological conservation and strengthen the assessment on comprehensive impacts of climate change. 3) We will vigorously take advantage of the role of scientific progress and innovation, speed up R&D and demonstration of key technologies in mitigating and adapting climate change, enhance fundamental study on climate change and intensify international scientific cooperation in the field of climate change. 4) We should vigorously improve the mechanism and system for addressing climate change, improve the laws & regulations on addressing climate change, facilitate the reform of energy management system and pricing, improve the monitoring and early warning mechanism for natural disasters, policy coordination mechanism participated by many developments and action mechanism where the whole society takes part in the activities addressing climate change. In particular, we should improve our capacity in comprehensive monitoring and early warning and fighting against extreme meteorological disasters as well as capacity in mitigation of disasters. 5) We should make great efforts in raising social awareness and capacity in public participation and create a good environment where all people take actions to address climate change.
