Zeng Peiyan talks on new measures to establish an environment friendly society

The first three quarters of this year have already seen China maintained a good momentum of fairly rapid growth, at the same time, our per unit GDP energy consumption has decreased by 3% compared to the same period over last year. This suggests a critical turning point, which marks a new starting point for China’s environment protection.

The central theme of this year’s annual general meeting, that is “an innovative and environment friendly society,” has important implications. China’s environment and development is deeply integrated with economy globalization. The conversation of China’s environment will not only contribute to China’s sustainable development, but also to the general cause of global environment conservation and sustainable development. Chinese government will provide more understanding and support to strengthen international cooperation and deal with environmental problems arising from its economy development efforts. We welcome international organizations, foreign governments, enterprises and scientific research institutes, to have further exchange and cooperation with their Chinese counterparts and to participate in China’s environmental construction. We seek to strengthen our joint efforts in the development of environment science and technology and further exchange of talents in this field. We would like to bring in advanced environmental equipments, technology, talents and management expertise as well as conversation funds so as to increase our capability for environmental protection

Xie Zhenhua: Seven Measures To Accelerate the Realization of Energy Conservation

The National Leading Group to Address Climate Change and Energy Conservation & Pollutant Discharge Reduction has approved a comprehensive working plan to achieve energy conservation and pollutant discharge reduction, which includes 45 measures regarding ten aspects. Various objectives have also been accordingly assigned to local governments and main enterprises, responsibility documents signed and a system of audit, surveillance and appraisal in place. Energy conservation and pollutant discharge reduction becomes an important index for personal performance. An administrative accountability system is adopted.

Common Efforts to Establish an Environment Friendly Society

Global economic development should not at the price of resource over-exploitation

How can we establish a society that is conservation oriented and environment friendly? How to create new modes of development and consumption is what we are here to discuss. We would like to see China to have a very smooth shift in this respect, knowing that this shift is related to not only environment and energy, but also many other industries. We need to adopt new mechanisms and policy to achieve such an innovation.

Boerge Brende speaks positive of China’s low-carbon economy policy, its effort on energy conservation, its sustainable usage of coal in the field of architecture, transportation, etc, and especially its successful achievement in poverty reduction and sustainable economic development. He stresses that global economic development won’t be a success if over exploitation of resources is the cost.

Develop New Way to Reduce Green House Gas Emission

We are in the process of realizing the 11th Five-year Plan when we hope China would take practical measures to achieve its environmental target. This effort is imperative since it will affects the 12th and 13th five-year plans. What we can achieve by then? We can’t have a perfect answer yet. But we must innovate, systematically and technologically.

People’s conducts and lifestyle has an important impact on environmental development and pollutant discharge reduction. Hence, national policy and policies of development should be tightly connected to policies of pollutant discharge reduction. We should adopt a new way of development to ensure the healthy development of natural environment, tradition and cultural heritage, which requires us to make some changes in many aspects, such as economic structure and technology, etc.
