FINANCIAL REPORT
The China Council
Initially, the Ford and Rockefeller Foundations Provided funding to en-able the Government of China to establish the Council, Operational support has subsequently been identified for a 5year period as follows (U.S. dollars:)
a) Government China
b) Canadian International Development Agency
The funds Willie used to cover the costs of the annual Council Meetings in China, the NEPA Secretariat, the Vancouver Support Office, consulting services and the Working Groups
Working Groups
While the Council has funding to operate for a 5year period, the Working Groups only have a budget for the first 3 years. The budget for the Working Groups was established on the following assumptions.
a) each group would consist of approximately 10 individuals ,6-7Chi-nese and 3-4 foreigners
b) the foreign co-chair would visit China 4 times each year for discussions ,with the other members visiting 2 times per year;
c) preparatory research work would be completed be completed by the Chinese member ,with the support of the Secretariats ,for discussion and analysis with the foreign participants.
To extend the Working Groups for a furthers 2 years, an additional $81,000 would likely be required.
Should the Council decide to have the Working Groups assume more substantial role, a further increase in funds would be necessary.
A final logistical assumption has been that no more than 5 Working Groups would be in operation at any one time.
