SUMMARY OF ACCOMPLISHMENTS AND PLANS OF CCICED WORKING GROUPS

1. ENERGY STRATEGIES & TECHNOLOGIES (co-chairs: Thomas Jo-hansson,Yand Jike)

Accomplishments to 1996:

· Workshop on clean steel making technology

· Workshop on fuel cell bus technology

· Workshop on wind power demonstration

· Workshop on energy efficient commercial buildings

· Programme of integrated resources planning to allow energy forecast up to the year 2010

· Study of China's transport and related energy use

· Estimate of nuclear energy cost

· Policy suggestions on natural gas

Future plans:

· Policy study incorporating transportation development with environmental protection

2. MONITORING, DATA COLLECTEON (co-chairs: Jin Jianming,Tony Schneider)

Accomplishments to 1996:

· Studies carries out on:

— China's strategy for developing an environmental monitoring network

— Design & development of environmental decision support system at provincial & municipal levels

— China's environmental indicator system & its application

· Constraints recognized in the following:

— three studies lacked cohesion

— exchange with other CCICED Working Group was lacking

— outputs from studies was limited

Future plans:

· Environmental monitoring networks, information collection and indicator systems need further dissemination and strengthening and should be done so in close cooperation with NEPA during next phase of CCICED .

Recommendations to Chinese Government

· Strengthen cross regional & cross departmental networks of environmental monitoring and join with international monitoring networks

· Investigate ecological damages in the country

· Investigate resource planning programme allowing an energy forecast to 2010

· New transport policy to favour development of public transport in big cities

· Set up system of indicators of sustainable development and an information sys tem about sustainable development

· Set up a new CCICED working group on Ecology to deal with the analysis of destruction and the study of restoration

3. POLLUTION CONTROL (co-chairs:Tony Schneider,Qu Geping)

Accomplishments to 1996:

· Two meeting per year to discuss workplan

· Preparation of regional studies in Grangzhou ,Chongqing ,Suzhou,Zibo

· CO2 Emission selected as first national priority for study

· Dongjiang river basin selected for first Watershed study

Future plans:

· Finalising four regional studies

· National planning for: acidification, greenhouse gases, large river delta studies

· Development of a methodology for an emission database

· Translation of assessment studies into short and long term policy alternatives

· Identification of concrete demonstration projects to implement policy alternatives

Recommendations:

· Local governments should formulate comprehensive environmental planning to include the folloeing:

— Plan on Urban Water Resources and Environmental Protection should combine water provision and pollution control

— Plan on Urban Energy and Environment should stress cleaner energies and take into account all aspects of energy provision, structure and saving, utilisation of waste and pollution control

— Transportation planning should include environmental protection as a priority

4. SCIENTIFIC RESEARCH, TECHNOLOGY DEVELOPMENT & TRAINING(co-chairs: Sun Honglie, Osayuki Yokoyama)

Accomplishments to 1996:

· Prepared a number of reports on:

— China's environmental scientific technological research, development & training(1993)

— The role of research, development & training for cleaner production(1994)

— Cleaner production &use of chemical fertilizers & pesticides (1995)

— Cleaner production &use of coal(1995)

— Cleaner production and use of automobile (1995)

— The role of sustainable agriculture (1996)

— Sustainable water resource management as a component of cleaner production(1996)

— · Contacts established with industry & agriculture sectors

Future plans:

· Split into two new groups:

— Cleaner production

— Sustainable agriculture

Recommendations:

· Set up new CCICED working group on sustainable agriculture to study ecoagriculture; examine R & D requirements and set out multisectoral nature of policy.

·Set up new CCICED working group on cleaner production to address complex inter relationships & to develop TVE in cleaner production method & R &D required.

5.RESOURCE ACCOUNTING, ENVIRONMENTAL ECONOMICS & PRICING POLICIES(co-chairs: LiYining, Jeremy Warford)

Accomplishment to 1996:

·Development of general principles to govern the pricing of key natural resouces in China through establishment of general theoretical principles and identification of implementation strategies

·Selection of water ,coal and forest resources to illustrate key issues involve d in developing pricing and investment strategies

·Publication of book in three versions: scholarly in Chinese and English and popular in Chinese

·Begin work on a multidisciplinary study of environmental management in Chongqing

Future plans:

·Studies of 《Principles》,conducted by economists, of the following issues;

—Pollution taxes

—National income accounting

·In-depth multidisciplinary 《Case Studies》of :

—Pollution control: Chongqing

—Biodiversity: Fujian Province

—Sustainable natural resource use:i):agriculture:Hunan(rice),Heilongjiang (grass lands);ii)Coastal fisheries:Fujian,Yentai or Dalian

Recommendations:

Phase Ⅱshould build upon the conceptual foundations and empirical approaches of Phase Ⅰand continue to focus on policy-oriented activities.

6. PROTECTION OF BIODIVERSITY (co-chairs:JohnMcKinnon,Wang Song)

Accomplishments to 1996:

·Development of a biodiversity database system with components on Endangered Species(CESIS)and Biodiversity Information Management (BIMS)

·Water catchment studies in Hubei Province consisting of :mapping of land -use and vegetation units, calculating direct annual production and evaluating biodiversity & ecological function

·Sectoral workshops on biodiversity conservation

Future plans:

·Continue studies on biodiversity values and services in selected ecosystems to include grasslands of Qingbai and subalpine forests of Sichuan.

·Continue development of biodiversity database and open links with other databases in China

·continue newly started started studies on evaluating impacts of traditional Chinese medicine on wild flora and fauna

·Promote development of biodiversity region concept to include grasslands of Qingbai and subalpine forests of Sichuan

·Study development of baseline biodiversity data for future monitoring of the condition of freshwater and marine ecosystem

·Holding of additional sectoral workshops

Recommendations:

·Undertake further research into understanding and improving ecological services

·Restrict economic activities of incentives if these affect the protection function of nature reserves or forests

·Control the use of endangered species, including movement across borders and unnecessary removal from the wild

·Have a concerted campaign to arouse public awareness of the environment ,particularly through education ,and in areas of rural poverty

·Better co-ordinate within and between agencies to avoid duplication and gaps of information on biodiversity

·Establish a national biodiversity database with linkages to international databases; and a specific biodiversity action plan in certain provinces to contribute to the national blueprint for action

·Derive national funding for biodiversity conservation from taxes on areas benefitting from protected biodiversity(eg agriculture)

·Take action to halt the destruction of freshwater fauna, marine and grassland ecosystems

·Protect the full range of domestic agricultural species to maintain the gene poll

·Broadcast China 's environmental activities worldwide

7. TRADE & SUSTAINABLE DEVELOPMENT (co-chairs:David Runnalls,Ye Ruqiu)

Accomplishment to 1996:

·First meeting September 1995 agreed to undertake four research projects:

—Pollution havens & ozone depleting substances

—Potential sources of green protectionism

—Activities implemented jointly and trade of environmental technology for energy efficiency

—Green food development

Chinese parliament stamps on premier's cabinet nominations and newly established Ministry of Environmental Protection approved
