Mr. Xie is a member of the 15th Central Commission for Discipline Inspection of the Communist Party of China and member of the 16th Central Committee of the Communist Party of China.

Mr. Xie graduated from the Department of Engineering Physics, Tsinghua University in 1977 and obtained a Master’s Degree of Law in 1991.

Mr. Xie started work in 1968 and joined the CPC in 1969. He began working in the field of environmental protection in 1982 and successively served as Division Director and Director General in the National Environmental Protection Agency (NEPA). He was appointed Vice Administrator of NEPA in May of 1990 and Administrator in June of 1993, Minister of State Environmental Protection Administration (SEPA) in March of 1998 and Secretary of the Party Group of SEPA, and concurrently he was the Vice Chairman of the National Committee on Hygiene and Health Promotion Campaign and Vice Chairman of China Council for International Cooperation on Environment and Development (CCICED).

Mr. Xie was awarded the top environmental protection prize of the United Nations “UNEP Sasakawa Environment Prize”, “Global Environment Leadership Award” of WWF and the “Green Award” of the World Bank.
