Mr. Zhu graduated from the Department of Forestry Science, Central South China Institute of Forestry in 1968.

Mr. Zhu was Vice Magistrate, Magistrate of Lingxian County, Deputy Secretary and Secretary of Lingxian County Party Committee, Deputy Director General, Director General of Department of Afforestation, Vice Minister and member of the Leading Party Group of the Ministry of Forestry, Deputy Director of the Administrative Office of the National Committee on Afforestation and the Secretary General of China Implementation Committee for the United Nations Convention to Combat Desertification. Mr. Zhu was appointed Vice Minister of SEPA and elected as member of the Leading Party Group of SEPA in March 1998. In 2002, he was appointed Deputy Secretary of the Leading Party Group of SEPA and became a member of the Central Commission for Discipline Inspection of the CCP. In October 2004, he was appointed Leader of Discipline Inspection Group of SEPA.
