Mr. Li graduated from Tsinghua University in 1989 with a master degree.

Mr. Li joined the Communist Party of China in 1984 and has served as Deputy Secretary of Party Group of Jiangping County, Hunan Province, First Secretary of China’s Embassy to France, Deputy Director General of National Unclear Safety Bureau, Director General and Deputy Secretary of the Party Group of Nuclear Safety Center, SEPA and Director General of State Unclear Safety Bureau. In 2006, he was appointed as Vice Minister of SEPA and Administrator of State Nuclear Safety Bureau, China.
