Mr. Ning graduated from the School of Economics of Renmin University of China and obtained a Master’s Degree.

Mr. Ning has worked successively as the Executive Vice Director and professor of the Macroeconomic Research Bureau under NDRC and Chief of the Section of General Affairs and Planning of the Office of the Leading Group for Western Region Development under the State Council. He became a member of the Party Group of the Research Office of the State Council in 2005 and member of the Party Group and Vice Minister of the Research Office of the State Council in 2006.
