Mr. Li graduated from Nanjing Normal University, and obtained a Master’s Degree of Economics from the Chinese Academy of Social Sciences.

Mr. Li worked as Vice Director of the Policy Research Office under the State Planning Commission, Deputy Director General and Director General of the Department of Policy and Regulations of the State Economic and Trade Commission, Director of the General Office of the State Council Securities Commission, Vice Chairman and Executive Vice Chairman of the China Securities Regulatory Commission and Deputy Director of the Economic Restructuring Office Under the State Council successively.

Mr. Li is also the professor and doctorate tutor of the Graduate School of the Chinese Academy of Social Sciences, School of Finance of the Renmin University of China, the Graduate Department of the People’s Bank of China and the School of Economics and Management of the Tsinghua University, the Institute of Taiwan Studies of Tsinghua University. He was awarded the Sun Yefang Economics Prize in 1991, 1997 and 2001 respectively.
