Mr. Li graduated from Peking University, majoring in political economy and further obtained a Master Degree of Peking University in 1982.

Mr. Li started working in Qingyuan County of Liaoning Province in 1970 and the Central Party School of CPC since 1982. He has served as Vice Director of the Department of Economic Management, Director of the Financial Department, Director of the Department of Economics and finally as Academician Dean in the Central Party School of CPC.
