Mr. Ma graduated from the Leningrad University of former Soviet Union in 1960. Previously he was the legal advisor of the National Environmental Protection Agency and scientific advisor of the 3rd Environmental Protection Committee of the State Council, and currently he is the part-time Chairman of the Academic Committee under the China Law Society (CLS) Research Committee of Environment and Resource Law.

Mr. Ma has engaged in the research of environmental laws since late 1970’s and actively participated in the legislation concerning national environment and resources, including the drafting of the Environmental Protection Law (Provisional) in 1979, the Environmental Protection Law, Marine Environmental Protection Law and Law on Prevention and Control of Water Pollution.
