Mr. Ishizaka started his carrier as an administrative officer of the Government of Japan, with the Ministry of Finance (MOF) after his graduation from Faculty of Law, University of Tokyo in 1963. Throughout his career, Mr. Ishizaka held various important posts in MOF as well as in the Environment Agency of Japan (currently Ministry of the Environment). As former Administrative Vice Minister of the Environment, Mr. Ishizaka is one of the leading figures guiding Japan’s environmental policies, particularly in the field of international cooperation.

Mr. Ishizaka was appointed Director, Deputy Director General and Director General in different departments of MOF in 1980’s. In 1994, he was Director General of the Planning and Coordination Bureau, the Environment Agency; in 1995, he was Administrative Vice Minister of Environment Agency; in 1996, he was appointed Vice Chairman of Automobile Insurance Rating Organization of Japan; then in 1998, he was Executive Vice President of Japan National Oil Corporation; in 2004, he became Vice Chairman of The General Insurance Association of Japan (GIAJ). Since 2007, he took the positions as Advisor of Overseas Environmental Cooperation Center, Japan (OECC), Counselor of Institute for Global Environmental Strategies (IGES) and Member of Central Environment Council.
