Work Plan of the Protected Areas Task Force
1. PATF Workplan Development
A workshop during 16-18 July, 2003 to prepare detailed workplan.
2. Participation in Durban WPA Congress
August, 2003 - Prepare for WPA. Coordination with IUCN in Beijing who may held a meeting with Chinese delegation for WPA Congress. Coordination with government delegation (briefing with WPC programmes and discussing ways of best using the Congress) before WPA Congress. (SW, XY)
8-17 Sept. 2003 - Attend the WPA Congress (Jeff, Peter, SW, XY, Lu Zhi, & a Chinese expert)
A meeting of Chinese delegation with IUCN in Durban (Jeff & Peter)
Some follow up activities based WPA Congress based on meeting in Durban with IUCN.
3. PA Systems Review of China
Includes problems and recommendations for (John & XY take the lead)
1). Institutional mechanism Xu Jintao
2). Legislation and regulations of PAs in China, identify GAPs and advise on elements to be included in new legislation (including categorizing) Andrew and XY
3). Finance mechanisms Xu Jintao
4). Gap Analysis and System planning XY
5). Identification of investment priorities for PA in China Jeff
6). Assess training need for the various relevant ministries, at central, provincial, and local level. Lu Zhi
Outline should be submitted before Durban meeting
First draft should be submitted by the end of the year
A review workshop should be held right after the Spring Festival, 2004
Final version should be finished by the end of May, 2004
4. Background paper on relationship between PA and poverty
Taking social economic context in identify relationships between PA and poverty. (Jeff takes the lead)

Based on studies of various types of PAs. Includes recommendations on how to capture the economics benefits of PAs. Combine existing work and researches done before by BWG and other organizations. Involve government agencies in the process. (John)
