环保产业发展课题组

2002年4月11-12日，《中国环保产业发展》课题组在北京召开了筹备会。国际合作委员会秘书处王克忠、中方专家组召集人王扬祖及有关专家、外方专家组召集人库茨及有关专家、德国技术合作公司安凯思先生、德国工商会何凯迪女士等20人参加了会议。会议由中外专家组召集人王扬祖先生、库茨先生主持。会上，首先由国合会秘书处王克忠处长向各位参会人员介绍了国合会的组成、职能，第一届、第二届所做的工作，第三届筹备工作等情况；其次，王扬祖先生介绍了中国的环境保护工作；第三，中国环境保护产业协会秘书长韩伟先生向各位代表介绍了中国环保产业状况；第四，王扬祖先生介绍了课题的筹备情况。专家组的成员依据中国的环保产业现状及课题的要求进行了充分的讨论，并就课题包括的内容及工作安排形成如下初步意见：

一、课题包括：框架条件、企业内部环境管理、环境技术三个部分。其中涉及中国及日本、韩国等国家环保产业的内容由中方专家组负责完成；涉及欧洲等国家环保产业的内容由外方专家组负责完成。

二、《中国环保产业发展》课题组由12名中外专家组成。

1、2000年中国环保相关产业调查报告（中英文本、光盘）；

2、中外专题研究成果汇编（两本、中英文本）；

3、提出《促进中国环保产业的建议书》；

五、预算：中方课题费总计 15.5万欧元。

六、工作计划：

1、2002年4月10～12日在北京召开课题组筹备会议，研究制定课题组工作计划。

2、2002年6月25～26日在北京召开《中国环保产业发展及政策》研讨会（二天）；2002年6月5～6日在柏林召开外方专家工作组会议；

3、2002年10月27日～11月9日组织中方课题组成员考察德国、荷兰、比利时等国家的环保产业发展及有关政策，并在德国召开第二次课题组工作会议（十四天）。

4、2003年5月12～13日在北京召开《国外环保企业发展及政策》研讨会（二天）。

5、2003年5月14～15日在北京召开第三次课题组工作会议，讨论《建议书》（二天）。

Minutes for the Preparatory Meeting of CCICED Task Force China Environmental Protection Industry Development

The preparatory meeting for the CCICED task force China environmental protection industry development was held in Beijing from April 11 to 12, 2002 with total 20 participants, including Mr.Wang Kezhong, from CCICED secretariat, Mr.Wang Yangzu, convener of the Chinese experts, Mr.Rudi Kurz, convener of the foreign experts, and related experts of the task force as well as Mr.Edgar Endrukaitis, from GTZ and Ms.Katja Hellkötter from Delegation of German Industry & Commerce, and so on. Mr. Wang Yangzu and Mr. Rudi Kurz hosted the meeting. During the meeting, Mr.Wang Kezhong firstly introduced the composition, function , phrase Ⅰand phrase Ⅱwork and the preparation for the phrase Ⅲof CCICED; secondly, Mr.Wang Yangzu delivered a speech on China environmental protection work; thirdly, Mr.HanWei, Secretary General of China Association of Environmental Protection Industry(CAEPI), made a introduction about China environmental protection industry situation;finally, Mr. Wang Yangzu presented report on preparatory work for the task force to the participants. Members of the experts group adequately discussed the research topics and working schedule according to China environmental protection situation and the requirements of the task force and consequently achieved the following preliminary opinions:

Ⅰ、Research contents of the Task Force: including the Framework conditions, enterprises' internal environmental management and environmental technology. Chinese experts should be responsible for the research of the environmental protection industry in China, Japan, Korea and so on; foreign experts should be responsible for the research of the environmental protection industry in European countries.

Ⅱ、The task force for China environmental protection industry development is composed of 12 experts from China and overseas.

1. Convoking the preparatory meeting for the task force in Beijing from April 10 to 12, 2002 to formulate work program;

2. Convoking Workshop of China Environmental Protection Industry Development and Policy in Beijing from June 25 to 26, 2002(2 days); convoking task force meeting attended only by foreign experts in Berlin from June 5 to 6;

3. Organizing China task force members to investigate environmental protection industry in Germany, Holland, Belgium and several other Europe countries from October 27 to November 9, 2002 and holding the 2nd task force meeting in Germany (14 days);

4. Convoking Workshop of Foreign Environmental Protection Industry Development and Policy in Beijing from May 12 to 13, 2003(2 days);

5. Convoking the 3rd task force meeting and discussing the Suggestion in Beijing from May 14 to 15,2003 (2 days);
